I didn't get the impression that he was enhanced, just really good at combat, given an awesome arm, brainwashed, and kept in suspended animation between assassinations. Pretty sure they mention Bucky had some stuff in him to help him survive the fall and cold. Then the Russians went cyborg on him. He was enhanced but not Capt. America enhanced. Probably similar to Deathlok, small superpower with tech.
