If you're a fan of the action sub-genre, the nineties actually had some solid swashbucklers too, like Roby Roy, Le Bossu, and Cyrano de Bergerac with Gerard Depardieu. Solid fights all around that are fairly old school while bucking some of the more annoying tropes, even if Rob Roy's makes Liam Neeson look like he's using a club at points. And yeah, today most good action movies tend to be smaller budget releases or surprises. I'm not sure if comic movies are really to blame, but the popularity of the MCU doesn't help.

PG13 movies have wider audiences and are safer bets. That said, I still think a lot of PG13 action movies today play things overly safe and have bad/mediocre choreography throughout. After all, it's not like you have to be R to have good action scenes. Today, though, a lot of the good action movies I can think of - especially from the last five years or so - are definitely R. It would be nice if Deadpool did shake things up.

my favorite 90's action movie is Ronin it combines two of my favorite kinds of movies - car chase movies and LeCarre-esque spy thrillers - and it does so very well. IMO there hasn't been a truly good car chase movie ever since.
