I'm not entirely done with the thread but I just wanted to chip in and say that in every Fallout game ever you should always tag steal and keep it high because stealing everything keeps you well supplied and even helps you get good guns early. This is especially useful in 2 once you get to SF. While you may not be able to steal gear directly you can buy whatever you want and just steal all your money back from those two merchants who have everything ever in the game. In Tactics it helps too since your Quartermasters never turn around.
