You suddenly realise people aren't cowards because they're weak in the setting, you realise people are cowards because the PC in the previous games was grossly overpowered compared to the normal population. New Vegas finally draws attention to that. This was one of the things I absolutely loved about Fallout Tactics. It brilliantly portrayed just how absolutely terrible life was in the Wasteland was if you didn't happen to be a godlike minmaxing PC. The tribal village felt like shitholes, the raider/slaver camps were huge minicities that couldn't have been cleared without a small army. Every time you ran in to a Super Mutant or a Deathclaw, especially early game, it was a battle just to survive, and you had a squad of the best of the best on your side. Say what you will about how terrible they handled the property with a single mention to vault dwelling Brotherhood, and two missions about Petrol, but that game showcased living in the Wasteland perfectly.

What they got was a kind of poorly concieved, but fun and fairly in-depth tactical rpg in the Fallout engine. That didn't really fit with the established canon. As long as you skip the intro video, its fine. Seriously, the whole Brotherhood from Vaults thing is never really mentioned again, and the two missions about gas can easily be handwaved as "stockpiles", the Midwest is large/empty enough that its very possible some rear end in a top hat hoarded gas, or one of the billion abandoned gas stations had a few barrels lying around. Its not as if New Vegas doesn't have vehicles ( or mentions of vehicles. ), so obviously not ALL gas was used up. In terms of setting/Falloutness, its pretty much spot-on, and did a far better job of showcasing just how lovely the Wasteland is for average normal dudes then any of the other games in the series.
