It was getting over crowded in the turn style area where you get your ticket checked and sent off to the correct terrace, so the police chief said to open the side gate leading into the area where there was the tunnel leading onto the center terrace. Nobody thought to organise the police to stop everyone just walking down the tunnel like they did causing the over crowding of the one terrace instead of everyone being split between the few terraced areas.
