Keeps them both busy beyond maybe meeting for a bite to eat sometime. Mumen Rider is pretty much immune to Hero Organization power jockeying. It's kind of impressive.

It's a pretty important narrative niche, and she performs it quite well.

Tats is interesting since, like a lot of the Hero Association, she's an rear end in a top hat, but unlike them, she's also an amazingly effective world saver and general do-gooder. She's just a massive jerk while doing good.
