I wish I had such talents. You could probably do it in any 3D software package really. The "cartoon" effect is honestly just a lack of  into making the models/textures. The Low effort look can be done quickly in any program like Maya, 3DS Max, or even the free one Blender really. The body animation is actually not that bad ironically. If I were to venture a guess they used either stock mocap files or something like a kinect which can actually give you decent results. Animating by hand, even something silly like this would be tedious as gently caress. Not to mention they seem to have a decent grasp of camera angles too. Ironically the person who made it probably knows what they are doing. As they say it's easier to break the rules when you know them inside out If you google or youtube "pre-viz" animation you'll get something that looks not that far off. Production companies use pre-viz as a sort of proof of concept or animated storyboard, so they don't worry about polish.
