I guess they assume that carrier-specific apps like the Xfinity / Fios ones on 360 will fill that niche although there are plenty of people that are not on either of those carriers and from what I used of the Fios app at my parents' place, those apps are gigantic pieces of poo poo anyway.

Yeah, if you liked Katamari Damacy then you'll definitely want to get Beautiful Katamari, I played the poo poo out of that game. I'm not sure about now but when I got it a couple of years ago, the GOD version was the cheapest I could find at $20. I recall people on the internet raged about it when it first came out because of all the ~*~on disc DLC~*~ but they're only a dollar each and there's 5 or 6 of them. I thought it was a pretty complete game without them anyway.

Yeah, Horizon is what you're looking for if you want a more "casual" experience (and a really stupid story mode), 4 is what you want if you just want to get cars and drive them.
