Just started to download again, I have a 200+ res/rep and a 200+ cst/rec. I'll be more than happy to idle and help out dudes on days off.

I've been playing this game off and on since closed beta, I really just need to stop. :ohdear:

You can have positive relations with all the factions but you can't be neutral to all of them. Those dudes are either GMs, RP characters for storyline stuff, or just plain-old glitched citycom displays.
