given that most major german corporations are largely owned by mostly state-owned german banks, it is safe to assume that most german intelligence-gathering operations in the US and abroad are economic/corporate in nature, so not so much "scheisse, looks like zese yanks are up to no good again" and more "yo volkswagen watch out GM is about to file for this patent, we'll try and get some deets for you ASAP"
SAP is the front man for this.
Find me a company that has SAP running and hasn't had all its data sent to Germany to help reproduce a bug. Often times with out notifying the company until after all their data has been transmitted.
