I work with an online magazine for software developers that has operations in several countries (they provide translations and local content for the website as well as help manage and organize local conferences). We've had talks with our local partners and we'd like to switch over to a model where the local partner owns the local business but licenses the brand names, platform, etc. The issue we're having is trying to figure out how to establish a fair market value for what we would be charging for the licensing fees.

Does anyone have any suggestions or have a general direction they could point me in?
