I can see the safety purpose, but in watching thousands of hours of NFL I've can't remember ever seeing any injury come about from touching someone when they're down. I have seem some hilarity when players forget to touch guys when they are down, or some awesome plays where guys catch a ball and then roll into the end zone for a TD. also lol clemson

There's always going to be edge cases whatever the rule, which you will claim is "loving stupid" regardless. "Anything other than feet or hands" is easy to interpret and enforce. Players need to learn to avoid letting their knees touch inadvertently like that or deal with the consequences.
