I lived in a condo next to people that "homeschooled" and I'm pretty sure that the two children were just really hosed up and borderline feral and their parents just couldn't/wouldn't make them go to school. They were super white trash though; the dad literally picked through dumpsters at night as his job. I think he might have robbed construction sites also. I'd run into him when he was unloading junk from his truck early in the morning all the time.
