I have UnblockUS on my Xbox One downstairs, the upstairs computer does not. I have noticed that what I watch upstairs never appears in my recently watched tab on the Xbox. My last viewed timestamp never appears on the other computer either. My main question is, are both computers able to watch Netflix at the same time, or will a conflict log the other out?

They'll both work. I've watched at the same time on a device with as someone watching without.

It depends on which Netflix plan you have (yes, there are plans!) Standard no HD allows 1 stream at a time (in the USA this costs the same as the HD 2 stream plan so why you would have this I do not know). HD allows 2 streams. Ultra HD allows 4 streams. edit: Oh and another little tidbit that I didn't know until recently is that Google Chrome doesn't support 1080p HTML5 Netflix, only 720p.
