When CEOs and other blowhards claim that there is a shortage of tech workers, what they are really saying is that there is a shortage of tech workers at a wage that they are willing to pay. Companies no longer pay relocation for technical workers, only managers. Even without raising wages, there would be a huge increase in available workers if companies went back to paying relocation. The "dumb hiring requirements" are a by-product of using technology-illiterate idiots in the HR/recruiting cycle. So if the tech manager says something like "we need someone with 5 years experience in SQL Server" then the idiots in HR turn it into "required: 5 years experience with SQL Server 2012".
