There's no reason why you can't use random passers-by in a TV show, all you have to do is get them to sign a release afterwards. You don't have to pay them as far as I know. Either they are very good at casting actors who can do 100% genuine awkwardness like we see on the show or they are just actual members of the public who stumbled onto the show. They wouldn't explain beforehand what to do, they might just say we're shooting a TV show here, do you mind being in it, and get their signature afterwards.
