Begging in central Perth has become so rife that visitors avoid parts of the city and business owners are considering shutting their stores.

Local retailers say most beggars are chasing money for drugs which they use in the city’s carparks or on the streets.

Documents obtained by The West Australian under Freedom of Information laws last year revealed a reported rise in “forceful and co-ordinated” begging that City of Perth parking officers suspected was drug-related.

In August last year, Lord Mayor Lisa Scaffidi met Attorney-General Michael Mischin, Police Minister Liza Harvey and Police Commissioner Karl O’Callaghan to discuss policing and legislative solutions, including outlawing begging.

Begging is illegal in most States in Australia but WA’s laws were repealed in 2004.

The meeting resulted in the formation of a working group that was expected to produce a report by the end of last year, but it is now unclear when it will be released.

More than 14 months after that meeting,The West returned to the city to speak to business owners and find out if the situation had changed.

We found the practice of begging — both passive and active — had increased dramatically.

There were at least 10 beggars in the train station precinct and more dotted throughout the city, particularly near the Pier Street carpark.

Some sit behind signs that tell passers-by they are homeless, pregnant or terminally ill.

Others approach strangers and ask for cash, seemingly targeting young women, seniors and foreigners.

Shop owners near the Pier Street carpark say they are helpless to stop the area degenerating further without more police patrols.

Having grown familiar with the daily routine, shop owners are under no illusion about the motivation of most of the beggars — drugs.

They say the City of Perth’s new CitiWatch surveillance program has proved ineffective and their complaints go unheeded.

But Ms Scaffidi said the council had received fewer complaints about antisocial behaviour around carparks in the past 14 months.

“Increased security measures at City of Perth carparks include static guards at carparks where the highest volume of antisocial behaviour has been identified, namely Pier Street, Citiplace and the State Library,” she said.

“The City has also increased mobile security presence across all City-operated carparks.”

Ms Scaffidi said people who wanted to help the needy should donate to registered charities.

Sheltered by an electrical box metres from the pay stations at the Pier Street carpark, he is well placed to attract spare change.

They say beggars can’t be choosers but donations of food and drink are left to spoil in the sun.

Local business owners say the man treats begging as a full-time job and reaps substantial rewards.

“He drives in to South Perth and catches the ferry across because he doesn’t want to pay the parking,” one shop owner says.

“He smokes, talks on his mobile phone — there are people working who wouldn’t have the money to spend that he’s got.

Up to $200 a day is what I’ve been told and I believe it.”

When the man realises he is being watched byThe West Australian , he shoots furtive glances in our direction before leaving the area.

There is no evidence this beggar is spending money on drugs but his actions are questionable to say the least.

Younger beggars who loiter on the footpath and in the alley nearby are less aware of their surroundings.

They, too, seem uninterested in gifts other than cash and there’s a straightforward reason for that, according to retailers who did not want to be named for fear of reprisals.

“They’re begging for drugs,” one says. “You try to give them food and they don’t want food.

“Sometimes it’s the nice guy method — ‘G’day sir, could you spare a few dollars’ — but when they’re a bit more strung out, it can be more aggressive.

“They pick the mark, too, usually an older person or Asians are a favourite target because they can be a bit meeker.”

The shop owner says the Pier Street carpark and toilets are popular places for dealing and taking drugs.

He knows because he sees it happen every day.

His testimony is verified by following one of the blurry-eyed young men into the toilets and hearing the “click click” of a lighter coming from a cubicle.

The shop owner says he sympathises with the parking officers and cleaners because he has seen them deal with everything from racial abuse to a man brandishing a used syringe.

“They’re scaring away the normal people,” he says.

Another shop owner says she is closing her business because of declining sales, shoplifting and the antisocial element outside.

“One hundred per cent (they buy drugs) — it’s right there on their face,” she says.

She believes there is a degree of organisation to the beggars with cardboard signs because she has seen one who carries a book full of names and times.

A few hundred metres away at Perth railway station, beggars with cardboard signs are covering all entrances.

On the walkway between the station and the Art Gallery of WA, four beggars take turns swigging from a goon bag.

The sign in front of them reads, “Homeless and pregnant. Any spare change is appreciated for food and accommodation.”

On the main concourse of the railway station, two young men appear to be working as a pair and pointing out potential targets.

One with bleached hair and a neck tattoo asks a group of young women for cash for a train fare, claiming his bag has been stolen from the State Library.

He then moves on to an older couple, repeats the story and receives more money.

When his friend realises they are being watched, he becomes aggressive and confrontational.

At the Citiplace car park pay stations, parking officers are speaking to a man asking people for spare change.

One of the officers approaches The West Australian and asks why we are there and whether we have the City of Perth’s approval.

Despite what his colleague is dealing with over his shoulder, he describes the issue as a "beat-up".

Shoppers and shop owners disagree.

The reason I post about this stuff here is to use this place as a knowledge bank. There are some really well educated people in this thread, and we pool our knowledge to be able to take it out into the world. I volunteer for the greens, I talk to my friends about refugee issues, I encourage people to vote for the greens, I go to protests about refugee issues. I resist misinformation and confusion with information and facts. The people posting here have taught me a lot of stuff that I use to try and change the thoughts and discussion about refugees in Australia.

So when you say "post about it on forums" you don't realise that it actaully helps. It means I'm aware of how many refugees we've killed, of how many boats we've turned back, of how much damage we're doing so I can educate others, because I see that as a social responsibility.
