Naval technology atrophied badly during that time and it cost all sides dearly, especially the British. As long as there're oceans and trade across them, there'll be navies. There was actually a shitload of naval innovation in this time period. Now you could probably make an argument for the late Roman Republic / early Roman Empire around those lines.
