Alcohol is illegal in most of the communities up there. Warehouses for the alcohol permitted for some citizens and establishments is kept under guard. You can make over $200 for a bottle of Smirnoff. Per capita the three territories lead Canada in rape, murder, alcoholism and assault. People go missing/freeze to death all the time up there after drinking and wandering off.

On the one hand, the Reserves up there are awful and filled with alcoholism, sexual assault and violence. One the other, any attempt to help is decried as Colonialism and the White Man's Burden. Personally, I'd like to figure out how to smuggle rum up there and make enough to buy a car for a case of Captain Morgans.

It was the only way to get them to read and be able to participate in modern society. As has been pointed out, Reserves are Hell, so how would anyone be able to leave and be technologically literate if they were just left to their own devices?
