They're pretty much going to have to make it a penalty if the goalie's helmet comes off. I can't imagine there's a good enforceable way to make the goalie's helmet straps pass an inspection or anything.

Zatkoff is not an NHL goaltender and the team probably isn't going to want to put too much pressure on Murray too soon. And Rutherford's job is on the line.
