The problem is, that for the stadiums that are full, lowering the ticket prices won't allow more people to come see the games. Likely it'll be the same people but paying less. In fact as it'll mean fewer people have to give up season tickets you run the risk of the long term fans monopolising the ground which is good in many ways but makes attracting new fans tricky. Or the "second hand" market for tickets will get absolutely mental and that's money going out of the game.
