Jastiger can never be banned. All posters from a certain region have a little symbol by their avatar. It should flag their post based on ISP if its in that certain part of the US and indicate their posts like Forums Cancer did before. Allow PMS to Mods/Admins without Plat for questions about rules etc. Show in profile who purchased the avatar on someones profile.
