For centuries, Jews in Europe were an "other" because they dressed differently, had different laws, frequented mostly Jew owned businesses, etc. That was a big part of the origins of anti-Semitism. We all know how that turned out. Jews were the "other" because they were forced to live in ghettos and were not allowed to participate in aspects of Christian society. Also, they were scapegoated by the nobility in order to redirect peasant anger. It's an entirely different situation.
