It doesn't matter either way I'm guessing within the context of the show, but it still seems dumb. Guess they just really want him to look at the window and see the destroyed capital building. Since 9/11 the actual designated survivors tapped have to be close to the White House. Before that it was just whatever you normally did keep doing it.
