Pretty sure that's one of the qualifiers for determining the number of possible intelligences in the galaxy. Like, okay you've got some sentient lifeforms that can transmit radio into space - now what percentage of those don't destroy themselves with the bomb, what percentage don't destroy the world with antimatter or determining the mass of a higgs boson, and so on.
