Factor of safety is the load capacity for a system beyond the normal load, meaning they build stuff strong for emergency situations and such. Basically the jumbotron is perfectly fine because the people who designed the system didn't just design it to just be able to hold up the jumbotron.

Everything I've read on GT has them being better almost entirely on the basis of "there's no way they're that bad again" which is awful logic in any sport. That said, they shouldn't be 3-9 but I don't see them as anything above 6-7 wins(most Coastal teams are 1 win better now since Duke just lost their starting QB for the year).
