Lipstick Apathy
Problem description:

I upgraded my mom's PC a few weeks ago. Everything has been running smoothly until 2 nights ago. She complained that she couldn't get to Facebook or Yahoo in Chrome or Firefox. Sure enough, Chrome and Firefox refuse to load the following pages:

https://www.yahoo.com
https://www.facebook.com
https://www.google.com

There may be others but I was able to access all other websites besides those.

The error message in Chrome, when one actually displays, says the connection was refused. Firefox just gives a more generic could not connect error message.

In Edge and IE, all websites, including those above, work perfectly. This led me to believe it was some kind of issue with security settings, firewall permissions or something else but nothing I have changed seems to have any affect.

She connects to the router via a USB wireless N adapter that appears to be perfectly functional.

Attempted fixes: What have you tried to do to resolve the problem?
Restarted the PC
Cleared all cache and browsing data in both FF and Chrome
Reset all settings browser and made sure no proxy settings were checked in FF or Chrome
Started both browsers in safe mode with all addons and extensions disabled
Uninstalled Chrome, manually deleted all related folders, restarted and then reinstalled Chrome
Reset the modem, router, wireless adapter
Ran the command 'netsh winsock reset' in an elevated command prompt and restarted.
Disabled the firewall
Ensured there was no malware present and removed McAfee in case it was conflicting with Defender
Ran a tracert to https://www.yahoo.com which completed succesfully. I ran the same tracert from my house in the same neighborhood and got the same results, no issues.
Probably some other things I am forgetting

Recent changes: Have you made any changes to your system/configuration recently that might have caused the problem?

The problem appeared suddenly a few days ago leading me to believe this is almost certainly a software related issue. As mentioned above in Edge I am connect to all website I've tried just fine. She does not remember installing anything or changing anything when the problem occurred.

Operating system:
Windows 10 Home 64-bit with the Anniversary update and all other updates.

System specs: All hardware is functioning just fine, the only issues are connectivity in Firefox and Chrome specifically

Location: USA

I have Googled and read the FAQ:

Yes I've googled the poo poo out of this issue and it appears to be not uncommon but none of the fixes I've found have had any effect. Hoping someone here may have a suggestion for something I haven't tried or considered yet.

I fixed it. Trusteer Endpoint Protection hosed up and prevented the 'trusted websites' from loading. It was active in Firefox and Chrome despite running in safe mode, but not in Edge/IE. Shutting down Trusteer did the trick.
