Is this just Penske throwing his weight around, or was the Hulman-George family so inept in the last 20 years that we missed out on all this investment that should've been taking place? I mean, think of how much change Tony Hulman made to the track from 1945-77. Whole thing was completely overhauled multiple times. Now consider 2000-2019. There's a new front gate. And they screwed around with the T1 road course complex a couple of times...

Little bit of both. Ignoring the road course layout changes, pretty much the only major improvements to the track / grounds were largely driven by the 100th running. Having been in some extremely uncomfortable crowds inside the fence on race day, including one time at said 100th running when the yellow shirts had to open the fence to get people out, I'm really glad they're going to go ahead and take over half of Georgetown to give more room between the stands and the fence.
