Ah, my Samsnug TV cannot access nginx with only TLS 1.1, 1.2, & 1.3 enabled, which probably means the same thing. Either the TV is trying TLS 1.0 or SSL anything.

the server would store a public key. ssh does it, seems to work pretty well.

You said "challenge response password hashes" but if you meant "client side certificates," that's a reasonable idea which is why browsers have supported it for an incredibly long time.
