I sold my Ka before I moved to the US in 2002, and shortly after arriving I saw one at Fashion Valley Mall in San Diego, although it might have been on Mexican plates. In the decade since I've never seen another one though.

I don't know about Civic Si wheels specifically, but OEM wheels tend to be absurdly overpriced, so if FogHelmut's friend has insurance and doesn't have his heart set on OEM replacements he can probably get a nice aftermarket wheel/tire upgrade and maybe even have cash left over. TPMS can be a bitch, though.

The plates on that Ford Ka (4LOK276) belong to a 2000 Cavalier. So it's definitely not legitimately registered in CA. You'd be surprised at how many cars in movies and TV shows do actually use cars with their real CA license plates on them.

The odd timing is likely the camera shutter, but it is blinking.
