The guy that uploaded it originally used a different audio track that he knew would immediately get pulled in order to pull off the joke. The audio was subsequently turned back on - making his joke even more.... funny? I have no idea. He's grinding some steel, the sparks have very low energy content. If they hit your bare skin they wouldn't hurt you other than maybe being itchy. Those tanks are oxygen and acetylene mostly likely literally holding a propane torch to them for a few minutes would probably not do anything as there's pretty good and long standing spec for those tanks.
