That's toner. It's a very fine powder, so it'll roll off of itself to under the printer. I'm assuming someone dropped a canister.

I worst part is whoever was responsible for that mess is going to be "the toner guy" for the rest of his career there. Five years later, when he spills a little coffee, "Uh oh, hide the toner, Chucks spilling again!"

I used to handle toner all the time at my last job. One time we ran out of toner for our big printer, but we had two extra cartridges for the small printer. So I had to take the empty from the big one and two fulls for the small, open then all up, and transfer the toner from the smalls to the big with a funnel made of paper. It was the worst thing ever, and I'm pretty sure I have lung cancer now. That poo poo is worse than asbestos. I had to throw out the clothes I was wearing to work that day, they just never came clean.

The owner bought the cheapest ink he could find, meaning that halfway through a print job one of the colors would clog and you'd spend anther two hours watch the RIP slowly process the file. One of the day shift guys got fed up and called the ink manufacturer for help. He found out that each box of ink had a mylar bag inside, and the proper procedure to clean a clog was to remove the bag of ink and gently squeeze it. Gently. He squeezed the cyan ink bag not-gently-enough. Another co-worker described it as a "cyan fountain of rage and obscenities". It turned his arms blue, his shirt blue, his pants blue. There were blue ceiling tiles, blue carpet, a blue CRT, blue walls. And that stuff doesn't wash off easily. It's pretty much cyan dye. Cue several weeks of Smurf jokes, Little Boy Blew jokes, replacing the Musak with a blues CD, blue Kool-Aid in the work fridge, etc.
