Saddam's core security contingent IIRC was primarily Sunni and tied to him tribally, which helped greatly in terms of loyalty. He also dropped (relatively) shitloads of cash on them, and they were dedicated to maintaining his rule, not 'maintaining the peace', two very different notions with different associated methods. A whole lot of those dudes were killed in either the invasion itself, the Baathist purges of the early war, or the sectarian violence that followed, and most of that was a decade ago. Regardless, they'd almost certainly be not interested in or welcome in Maliki's sec forces. First time I went to Mexico I was surprised to see so many white looking people. I learned there's a lot of them, they're of Spanish descent and they're largely responsible for running businesses and the politics and corruption ruining the country.
