There is no penalty to declaring the Fellowship in a SP Stronghold. However, if you are revealed leaving it an extra Hunt Tile is drawn.

I thought it counted as one of the "does the SP get a reroll on the hunt" as well, along with "is there a shadow army there" and "is there a nazgul there".
