Gulliman is the Primarch (superhuman founder) of the Ultramarines, one of the most prolific Space Marine chapters in the universe. Loyalist Space Marines, that is. Supposedly the Primarch himself is stuck in cryo-stasis or something now, possibly recovering from a near-mortal wound or somesuch.
