Like many things in cycling, you're not allowed to do it but they do it anyway.

edit: the best being the old "i'm handing you a drink bottle" trick

Alejandro Valverde was spotted falling from his bike at low speed but Movistar’s directeur sportif, José Luis Arrieta, has cleared up matters. He told letour.com: “He stopped for a piss and slipped on the gravel when he went back on his bike. Fortunately, there’s no damage.”

The pursuit of excellence.
If I recall correctly it's something like 10-15 seconds, however it's allowed depending on the circumstance. You'll sometimes see a rider removing his hand periodically, putting in a couple of pedal strokes and putting his hand back on to attempt to follow this.

Normally it's "okay" to hold on for an undetermined amount of time for:
*Mechanical issues being adjusted
*Being bandaged up from a fall (this is often milked a bit to allow the rider to recover from the sudden injury)
*Waterbottles as mentioned above.

It's the same thing with drafting cars. It's all at the race directors discretion. The rules explicitly state there are no "warnings" (I think this was a change from previous rules in the last 5 years) however you know drat well warning occur just not officially.

I actually love how the rules of cycling are implemented. It's enforced by the spirit of the competition, the rules are there to punish those who violate the unwritten ones and it's pretty clear where the line goes from gray to black.

This reminds me, Voeckler reported getting booed and spit on during the time trial in Utrecht. I'm not sure of the reason but it seems it's tradition now.

I'm trying to remember the other recent Tour where there were shitloads of crashes in the first week, wasn't it 2008?

I think it is, he certainly looks gawky enough. And I saw a bit more of that video; the Sky rider does stay on, but it's a pretty close thing.
