I play without reflex, so generally speaking, I've not had enough opportunities to test it but I've had mixed results. I think I've shot people in the face with the tranq and had it blocked, but I've also scored head shots when shooting helmet'ed guards in the face.

I think the official release date in Japan is the 2nd for some reason so I don't think that's going to help any.

This happened to me in Mission 6 after getting the Honey Bee Rocket Launcher. After a cutscene my game would always crash just as I resumed gameplay. I found that it was two things that solved this, I stopped rushing towards the exit and I did not call in the Helicopter pick up which Kaz tells you to do. And it worked.
