Apparently, timber companies in the Pacific Northwest have been having an issue with bears who've learned how to strip second-growth trees for their sugary heartwood (which usually kills the tree). It's a learned behavior that a bear figured out sometime in the past 30 years and has since spread to virtually every bear that lives in or near timberlands.

It's hard to feel any freude here because if they don't somehow arrange his release, he'll die of malnutrition long before his time is up. All for a stupid prank you wouldn't get arrested for in a civilised country.

Best outcome is they use his release as leverage to get the Secretary of State to visit so they can show off how awesome they are, or in exchange for a couple thousand tons of rice they'll promptly mismanage the distribution of.
