They're eating popcorn. Very often you eat popcorn at a theater. If you can imagine some off duty cops watching a movie while still in uniform you're halfway to the joke.

At first I thought it was some kind of ironic anti-humor, but that does sort of make sense. The joke is that they're eating popcorn and chatting as though they're watching a movie, but actually the people in police uniforms describing a police interview were actually talking about a police interview. You probably just missed it because it was unfunny and poorly delivered.

The popcorn is just a visual shorthand for deep and sometimes perverse interest (see  ). My very first thought was that two police officers watch an actual interrogation, but treat it as a spectacle. From there I anticipated some elaboration on this premise, but the comic didn't deliver. Like maybe they would throw popcorn at the suspect for 'spoiling' the crime? Something, anything, really.
