the national polls (excluding dumb poo poo like the USC/LAT) were within a point of the final result. the major problems were in massively underestimating white working class low-propensity (I.e. non-union) turnout and overestimating black turnout. a good chunk of blame can be laid at institutionalized (voter id, voter purges) and non-institutionalized (targeted enthusiasm attacks) voter suppression in red legislature states. also due to the increase of polling cost and less emphasis of individual polls over aggregate models (esp at the state level), there were fewer than half the polls we had in 2012, greatly increasing variance and uncertainty. mi was a polling embarrassment in the primaries, yet very few polls were taken of mi. Virtually no polls were taken of wi. many (again state) polls failed to capture the last big swing of the election with the comey letter happening ten says before Election Day.

most states even had decent public polling. va was known to be a toss up, as was nv and nh. internal polls on both sides were pretty good. pa showed a huge Hillary lead in public polls, but she kept spending and campaigning there because her internals showed the actual closeness of the race. fl, nc, ga, and ut were publicly off by pretty drastic margins, mostly attributable to poor Hispanic polling in fl, blatant voter suppression in nc, and lack of quality polls in ga and ut.

there was a decent sized shy trumper effect, where some voters who would eventually go for trump would answer bellwether questions that would indicate a trump vote, but would answer undecided or Johnson for the top of the ticket questions. the main source of poll fluctuations were these people flipping between trump/johnson/undecided whenever a scandal for either side would hit. this compounded horrifically with the overwhelming preference of low-propensity voters for trump. these are mostly conservative people who didn't turn out for McCain or Romney, thus reducing the likelihood they would pass the likely voter screen, as one of the near-universal criteria for LV poll inclusion was voting in 08 and 12.

One of the big talking points for the Hillary campaign was their gotv op infrastructure inherited from Obama. some predicted Hillary would outperform polls by 3%+ like Obama in 08 and 12, but some of that was low-propensity black voters not passing LV screens in those years, having not turned out for gore nor Kerry. having worked with Hillary's gotv system, it was barely staffed and almost no money was put into maintaining it after having been imbued with false confidence from its devastating effectiveness in the primary. Hillary also made very little investment into volunteer infrastructure (there was little interest in boosting staffing from downticket dem offices and reliable dem orgs like unions as well as indirect sources of activating volunteers naturally from rallies and grassroots support, which was torpedoed by a vitriolic scorched-earth primary and suppressing Hillary's enthusiasm, actively by republican messaging and passively by Hillary's lack of charisma and personality compared to obama's), instead dumping money into polls, focus groups, salaries, fundraisers, and ads based around centralizing too many things in Brooklyn.
