Yeah. If we could do a scan and go "Oh, you have the genes that put you at high risk for breast cancer and heart disease, let's just fix those and send you on your way" that would be the mildest form of eugenics and probably good. But you know it wouldn't work out and people would be trying to breed nearly identical supermen with all the 'best' traits and none of the currently unfashionable ones. Then we're all stuck in Gattaca.

Eugenics was considered good science once upon a time and it cut across the political spectrum. George Bernard Shaw, the arch-socialist, was an ardent advocate, for instance, because he believed eugenics could help to "uplift" the poor. William Beveridge was giving a pro-eugenics lecture to the British Eugenics Society in London on the same night the Beveridge report (credited with laying the foundations for the British welfare state) was debated in parliament.

William Jennings Bryan's opposition to the theory of evolution was founded on his opposition to eugenics - which was often justified by reference to Darwin's theory - almost as much as his religious fundamentalism.

Then along came the Nazis who showed what the logical conclusion of eugenics as policy would be (industrialised mass murder) and people wised up.

Social/cultural eugenics (phenotypic traits): bad
