You don't own a game or achievement. You license the former and Valve owns the latter. Valve could arbitrarily drop the Pepe achievements and players would have no recourse.

Yeah, given a lot of prolific bad Steam games publishers have websites that are little more than a logo and an e-mail address, it seems likely. Because that's how you promote your business to indie devs, zero information and no sales pitch, right?
