Umpires are largely in the school of thought that 6 bouncers an over is OK and will give the bowler huge leeway as to where the ball passes the batsman. Last ashes England asked the umpires about Johnson's bowling and they got told to harden up basically.

To the umpires it's only a bouncer if it's well above the collarbone, this is what people don't get. Half the bouncers are exactly at collarbone height which allows them to bowl more than two an over. Regardless, Australia's bowling before the breakthrough came and they got a sniff in their nose was actually just awful. For a bowling attack with their talent Cummins and Hazlewood threw down so many more bad balls than Adelaide it was pretty atrocious, they should be disappointed with how they did.
