The special Consolidates absolutely give you just one of the two options, not both. You probably don't need this further explanation, but I'll leave it here on the off-chance someone else is following that isn't as comfortable with the rules: You could get 4 total if you choose to use the CP* at Lannistport to earn PT. The CP in King's Landing gave you 1 + 2 (number of crowns printed in KL) so 3 PT. At Lannisport you may either gain a further +1, or you may muster. It is assumed that each house will execute the CP* last, so Tyrell is the first to do it, even though you're higher on the Iron Throne track.
