That's true (ignoring his his new and hinted at abilities), but Koichi being low to the ground is its own strength. Most people aren't used to dealing with someone who fights so close to the ground. And Ingenium's biggest strength is still just the "going fast" stuff, which Koichi does far, far better and with more versatility (not just faster turning/stopping, but the ability to go up walls and poo poo), even before expanding his arsenal.

Did you need a school reference to get into that test? I figured anyone could just show up and register but going to a hero school taught you the sort of things you needed in order to pass. At this point it feels like Koichi should be competent enough with his street knowledge to pass if that one girl whose power is the ability to just crunch her body into itself can.

You don't even have to specifically go to a hero school to get a license to use your quirk professionally, IIRC, but I think you have to go to school with a hero program at least if you want a specific hero license.

I don't think you need a hero licence just to use your quirk. You need one to use it in order to use violence in order to apprehend criminals. That's what got Deku, Todoroki, and Iida in trouble in regards to Stain. There's almost certainly separate licences to use quirks for industrial or commercial use.

I thought the implication was that Uraraka could have probably been a big help with her quirk in the construction company but she's aspiring to something greater with her parents' blessing.

And the big no-no on MHA society is using your quirk on another person. A hero license seems to grant you free use of your quirk, with the specific advantage of being able to use it to apprehend criminals through use of force.

Of course, the only real insights we have into this are what officer dog said after Hosu, and Gran Torino's off-handed comments about why he got his license.

They did say that, for example, if Midoriya's mom used her telekinesis Quirk to grab something off the ground, that's technically illegal. However, nobody enforces such minor infractions. Using it constantly in industry would require a licence of some sort, but the hero licence is the only one we know about.
