it's deliberate. they want to discourage political violence. so they make a huge fuss about minor violations of political civility (like interrupting politicians' dinners) in order to head off any signs of people moving outside the system. but at the same time, whenever anything escalates to actual violence, they sweep the political motive under the rug in order to reduce the risk that people might be inspired to follow the example

tbf every book and article Ive read by professional debunkers of neo-nazi and holocaust denier poo poo has a disclaimer about the author's preference for academic ostracization over hate speech laws. ofc none of them are particularly upset on behalf of Zundel or anything either, they just believe it is more effective than fueling an insane narrative of persecution

A more sensible critique of hate speech laws is that they'd be used near-exclusively as a cudgel against the left and against minority groups, on account of the nature of political power, but that is already a concern with the laws we have now

the thing is that academic ostracization does absolutely jack loving poo poo about keeping hate rhetoric off the streets and TV channels

hell, climate change deniers were academically ostracized and now they run the loving government

when you're a professional debater, it's tempting to say that debate should rule the day. but they'd probably think differently when the neo-Nazi mobs start knocking on THEIR doors

Plenty of European countries have hate speech laws and, as far as I know, they haven't been used exclusively against the left.

Edit: above post is a good counter-example, though in the UK I mostly only remember reading news stories about right wingers getting done for hate speech.
