he's not wrong the roberts court already did exactly that with the 15th here's the text of the 15th, it's not long quote:Section 1. brooks has been on some binge of thinking of dumb ideas to make it so more moderates are elected a few months ago he wrote a column saying that if districts had multiple representatives, then maybe for example instead of los angeles just electing one democrat and leaving all the moderates and republicans without a voice, if they elected three representatives per district then los angeles would elect one democrat, one moderate, and one republican
