Spies have infiltrated my local grocery store and are using the placement of items to send coded messages. Charcoal and beer display near entrance: eliminate target, make it look like an accidental fire. Hamburger Helper moved to same shelf as Panburger Partner: cover is blown, agent will need new identity. Overflowing adult diaper in grocery cart: the agent has been successfully exited.

There are still 'current' modern numbers stations broadcasting right now all over the world, you can pick them up and listen right now if you want. You can get one of these for like $45 on Amazon and turn your computer or a Pi or whatever the hell you want into a graphical tuner and listening station to all kinds of crazy poo poo. TV stations, local police and fire, other stuff that varies wildly based on your local regulations and what you should and shouldn't do with them. ... If a Russian spy really wanted to communicate with their handlers why would they use the few bytes you can jam into a youtube video title when they could probably just openly post state secrets on a publicly viewable social media account and trust that the US state apparatus is in such a loving shambles that nobody would do anything about it?

i'd more expect it to be some form of abstract communication between computer systems trying to stay hidden such as a botnet, than actual people, if it is anything, which it probably isn't, because everyone should be using encryption or their poo poo is just straight vulnerable. obfuscation/steganography isn't recommended by pros like Bruce Schneier

actually a botnet is a decent hypothesis because youtube api calls just look like web traffic - and they're encrypted with https, and its likely an observer wouldn't be able to predict/determine the video page youtube generates for an uploaded video, so even if the traffic is being watched it would also require cooperation from Google to confirm, which its possible the target doesn't have. idk it could be a botnet or similar
