IIRC Jon's family lives on a farm and he would take Garfield with him when he would visit so it was probably that.

I'm not lawyer but I think in either case it falls under fair use as America has very strong protections for comedy. Since it's clearly a joke and Jim Davis wasn't trying to claim he owned Barbie or anything related it doesn't count as infringement of any sort. It's clearly just mentioning Barbie because she's instantly recognizable to basically everybody in America.

There are probably internal policies on mentioning brands. You don't want to be accused of product placement by people who read newspaper funnies.
