That's true of costume characters (the ones with full costume heads, like Pooh or Chip and Dale), but as far as I've been told, face characters (the ones where you can see the performer's face, like the Queen here or Peter Pan) are encouraged to be flamboyant as long as they don't break character.

This is correct. Disney loves standout performers as long as they stay within guidelines and don’t cause issues. They regularly try to do creative or fun things, like that Gaston who did a push-up contest with a guest.
